The Quest for a Defense Innovation Ecosystem in Texas
The National Security Innovation Council of Texas is a public-private consortium whose sole purpose is to strengthen the defense of the nation by focusing on solving difficult national security problems at rapid speed. Additionally, NSIC takes an honest broker, “whole-of-state” approach to bringing more national security investment and research dollars into the State of Texas. This is about creating speed in problem solving, increasing the level of government support to innovation, and allowing Texas-based companies and institutions access to more opportunities collectively than they could individually. NSIC is taking an ambitious and holistic approach in creating an operational model that sustains shared understanding of national security problems, constantly renews awareness of Texas-based entities who can solve those problems, and effectively guides activities to connect the two and enable solutions.

Abstract:
Disinformation in the Cyber Age
Russian interference in the 2016 U.S. election, the spread of misinformation related to the COVID-19 pandemic, and the threat of deep fakes have all increased government – and public – attention on the national security threats posed by both State and non-State actors’ use of information and disinformation. Whether referred to as propaganda, psychological operations, influence operations, or information warfare, States have used information to further their national security interests for many years. While these activities are not new, cyber capabilities and modern communications technologies have increased both their reach and effectiveness. The use of data to micro-target audiences via social media, leveraging hacked and leaked information, the dissemination of non and misattributed messages to a mass audience, and the potential use of deep fakes all challenge current policy approaches and existing legal norms. This discussion will examine how information is being leveraged to challenge national security, the legal issues surrounding the use of information as an element of national power, and approaches in defending against this increasing threat.
