Dallas Association of Old Crows Revitalized

Jim Bauer, an NDIA LSC board member, is leading the charge for this energetic group. Your NDIA LSC Chapter President, Mike Dietz, attended their first meeting in Garland last Tuesday, Sept 30, and it was a very interesting and engaging group. They cover a wide array of areas, including Cyber Electromagnetic Activities (CEMA), so be sure to check them out!

Raytheon Opens STEM Exhibit at Perot Museum in Dallas

Exhibition inspires kids using math and science

A science of syncopation display is one of 40 modules at 2theXtreme: MathAlive!, an interactive exhibit that just opened at the Perot Museum of Nature and Science. Kids can change the compostion of songs and hear how math changes the music they love. They can also design their own skateboards, build videogames, edit an animated movie and enjoy dozens of other experiences designed to encourage a love of science, technology, engineering and math – the disciplines known collectively as STEM.

COURSE OVERVIEW

The Defense Systems Acquisition Management course meets the needs of defense industry program managers in today’s dynamic environment, providing the latest information related to:

• Defense acquisition policy for weapons and information technology systems including discussion of the DoD 5000 series (directive, instruction, and guidebook).
• Defense acquisition and reform and initiatives.
• Defense acquisition procedures and processes.
• The Planning, Programming, Budgeting, and Execution process and the Congressional budget process.
• The relationship between capability and needs determination, resource allocation, science and technology activities, and acquisition programs.
• Taught by the Defense Acquisition University (DAU) professors and other guest speakers, the course uses the same acquisition policy information provided to DoD students who attend DAU courses for formal acquisition certification.

TARGET AUDIENCE

Industry program managers, assistant program managers, systems engineers, industry personnel serving on DoD Integrated Product Teams, and other personnel that must interface with DoD program offices involved in program development and execution. The result of successful completion of this course is a comprehensive understanding of the environment and driving forces affecting program managers which will significantly increase awareness and effectiveness in dealing with programmatic issues. The course is also open to a limited number of government mid- to upper-level managers, tuition free. Government personnel may apply the DSAM course towards fulfillment of government continuous learning (CL) points. DSAM counts for 34 CL points, or 3.4 Continuous Education Units (CEU). Attendance in a DSAM course does not provide any credit or equivalency toward DAWIA certification in any career field.

ATTENDANCE

This intense 4-1/2 day seminar presents current government acquisition programs and requirements and, through guided student interaction and team exercises, applies them to the realities of industry operations. In order for you to gain maximum benefit from this course and for others to gain from various perspectives and experience, all students are expected to fully participate in all scheduled course activities. Therefore all travel arrangements should be made so that students are present until the course ends at 12:00 noon on Friday. Absences up to 2 hours may be granted with prior approval from the NDIA POC/DAU Instructors. Upon course completion certificates will not be provided to students missing more than 2 hours of the course.

Expect to be in class from 8:00AM-5:00PM Monday – Thursday, with an hour off for lunch, and 8:00AM-12:00PM on Friday.

NDIA offers a limited number of complimentary registrations to qualified U.S. Department of Defense employees on a “best qualified-first registered” basis. To be considered for a complimentary registration, the DoD employee must have Level III certification in a DAWIA functional area.

“To achieve an effective and affordable national security industrial base that will meet the needs of the coming years, the government must fundamentally change the way it conducts its business as the sole customer. To be successful, DoD must work closely with industry, Congress, and other key government agencies. In turn, industry must be prepared to respond and adapt to the evolving responsibilities of the supplier.” Dr. Jacques Gansler, former Under Secretary of Defense for Acquisition, Technology, and Logistics, and at that time Chairman of the Defense Science Board Task Force on Defense Industrial Structure for Transformation, wrote these words in the cover memo for his 2008 task force final report. Dr. Gansler’s message has only become more relevant in the intervening half decade, as the United States has concluded the War in Iraq, concludes the War in Afghanistan, contemplates what is meant by a pivot to Asia, and considers its post-war role in the world as the Arab Spring fades into winter, failing states become failed states, and the threat of transnational terrorism continues unabated.

Sequestration Updates

I am providing, for your information, the latest Department of Defense DD1414 report, Base for Reprogramming Actions for Fiscal Year 2013. It is expected that DoD will use this information to execute anticipated sequester cuts. The report, required by the current year’s defense appropriations measure, lists the fiscal year 2013 amounts that Congress appropriated for the Pentagon’s 2,500 programs, projects and budget activities, and shows how much each will be reduced by the automatic spending reductions that took effect March 1. While not in the most user friendly format, we wanted to provide details that many companies have been looking for. As we receive more specific and definitive information, we will pass that along.
